Why does Google+ for iOS only run on iPhone?

Google just released an iPhone app to access their new Google+ social network. The strange thing is that it only works on iPhone. It does NOT work on iPad nor iPod Touch. I can understand why some features may not work on those platforms because of hardware differences (lack of GPS or camera) but why can it not run at all?

I thought a Apple’s rules require an app to work on other platforms. I looked it up and sure enough the Apple Approval Guidelines specifically say:

2.10 iPhone apps must also run on iPad without modification, at iPhone resolution, and at 2X iPhone 3GS resolution.

Based on that, shouldn’t Google+ be rejected? Why does Google get a pass here?
